An Evaluation of Retributive and Restorative Measures Following Traumatic Political Pasts: A Look at the Argentine Case

Abstract
Since the end of the last military dictatorship (1976–1983) to the present, a series of transitional measures of a retributive nature, such as the Trials of the Military Juntas and the Crimes against Humanity trials currently underway, and of a restorative nature, such as public apologies by agents or representatives of the State, have been implemented in Argentina.
These measures, together with others based on the right to truth, are assumed, at the microsocial level, to help dignify the victims of human rights violations and, at the macrosocial level, to make it possible to advance in the construction of an integrative history, the recovery of intergroup trust, and even the initiation of reconciliation processes within the social fabric.
This article explores knowledge, assessment, emotional impact, and perceived effectiveness in a sample of the Argentine population (N=477), taking into account the level of exposure to violence and the ideology of the interviewees.
The results show that the available information on retributive and restorative measures is low, and that this knowledge decreases among the unaffected population and among people who position themselves ideologically toward the right. Approval, perceived effectiveness, and emotional impact of retributive measures are generally positive, although they also vary according to these variables.
The effectiveness of restorative measures is more limited, and reconciliation, which is considered desirable, depends fundamentally on the application of justice and punishment to those responsible for the violence.
